Stadiums are built for matchdays. A typical stadium hosts 25 to 30 event days a year. For the other 335 to 340 days the lights are off and the maintenance bills still arrive.
Across Africa, major public sporting assets sit idle for most of the year, while the communities around them wait for the jobs and opportunity the investment was meant to create.
A different model exists. It has not yet been applied at scale across the

Designed to an event specification, not to an operating model
No anchor tenant and minimal non-event-day utilisation
Lifecycle and maintenance costs not provided for in the capital plan
Imported design, with limited local supply chain or skills transfer
